Dr. Li-Chuan Liu Huang is an Associate Professor in the Department of Labor Relations at National Chung Cheng University (CCU), where she also served as Department Chair (2021–2024). She received her Ph.D. in Sociology from KU Leuven, Belgium, and holds master's degrees in Sociology and Labor Sciences from the Université catholique de Louvain (UCLouvain).

With more than 18 years of academic experience, Dr. Liu Huang has led over 31 funded research projects supported by Taiwan's National Science and Technology Council (NSTC), the Ministry of Agriculture, the Ministry of Labor, and the National Human Rights Commission. Her research bridges academic scholarship and real-world policy impact, focusing on comparative labor policy and industrial relations, international migration and social integration, social dialogue, and active ageing.

She is internationally recognized for her pioneering work on labor and human rights in Taiwan's distant-water fishing industry, including field research at fishing ports and CCTV-based monitoring studies, and has served as a key policy advisor for the domestic implementation of the ILO Work in Fishing Convention (C188). Her work has been published in SSCI-indexed journals such as Marine Policy and international venues in English, French, and Chinese. She has long served on government advisory bodies, including the Executive Yuan's Coordination Meeting on Human Trafficking Prevention and the Ministry of Agriculture's Labor and Human Rights Task Force.

Our team welcomes intern students who are passionate about labor rights, migration studies, human rights at sea, sustainable supply chains, or ageing societies. Interns will have opportunities to participate in ongoing NSTC and government-commissioned projects, gain hands-on experience in fieldwork, policy analysis, and international academic exchange.

Our lab conducts interdisciplinary research on labor rights and decent work, with two major research streams:

1. Labor and Human Rights in Distant-Water Fisheries
In response to the domestic implementation of the ILO Work in Fishing Convention (C188), our lab has long been devoted to research on labor regimes in distant-water fisheries, human rights protection at sea, and sustainable fishing supply chains. We are currently conducting the project "Institutional Advancement for the Domestic Implementation of the Work in Fishing Convention" (2025–2026), commissioned by the Fisheries Agency, Ministry of Agriculture. Our lab also led the three-year NSTC project "2030 Cross-Generation Taiwan Social Development Policy Research: Enhancing Human Rights Protection at Sea and Sustainability through Technology" (2021–2024), which received the Outstanding Principal Investigator Award. Our team conducts on-site fieldwork at fishing ports and applies CCTV-based data analysis to advance human-centered fishing labor policies.

2. Occupational Health and Decent Work for Agricultural Workers
Our lab co-leads the NSTC multi-year integrated project "Dignified Agriculture: Co-constructing a Social Safety Net for the Occupational Health of Agricultural Workers in the Yunlin-Chiayi Region" (2025–2027), which aims to build a localized occupational health and social safety net for agricultural workers, with attention to the ageing agricultural workforce, migrant farm workers' rights, and sustainable rural communities.

Our Team
Our lab currently consists of one post-doctoral researcher, one master's-level research assistant, one undergraduate research assistant, and three part-time undergraduate student assistants. Team members regularly participate in fieldwork, policy analysis, and international academic exchange.
